Korea Tax Refund Guide: Instant, Downtown and Airport Steps

Korea tax refund: the complete procedural guide

Korea's tourist tax refund is not a retailer trick. It is a chain: qualify → choose a route → prove export when required → receive the refund. This nationwide guide was checked against official pages on 17 September 2026. Recheck airport locations, hours and each operator's payout methods before departure.[1][4][5]

Check eligibility first

• Generally eligible: foreign visitors staying up to six months, and qualifying overseas Koreans staying up to three months after living abroad for at least two years. People employed in Korea, diplomats and US military personnel may be excluded.[1]

• Buy at least KRW 15,000 in one transaction at a participating store and take the goods abroad within three months of purchase.[1]

• Goods should remain new, unopened and unused so Customs can inspect them. Used goods, unverifiable services such as massage or prepared food, and items already bought duty-free are not ordinary tax-refund purchases.[1][3]

• Confirm the branch participates before paying. A normal till receipt may not be enough: make sure a refund voucher or electronic registration is completed.[2][4]

Choose the route

1) Immediate refund

The store verifies your passport and deducts tax at payment. Official guidance sets the band at KRW 15,000 or more but under KRW 1 million per payment, with no more than KRW 5 million in trip-wide immediate-refund purchases.[1] Availability still depends on the branch, item and system. Check that tax was actually deducted, keep the receipt, and do not claim the same purchase again at the airport.

2) Downtown refund

Pay the tax-inclusive price, then claim early at a city counter or kiosk. You may need the goods, passport, voucher and your own international credit card; official guidance sets a KRW 6 million maximum per transaction for this route.[1][2] Receiving money downtown does not cancel the departure export-confirmation obligation. Missing it can trigger a card hold or recharge under the operator's terms.

3) Airport or port refund

Pay tax-inclusive prices, obtain export confirmation when required, then use the departure counter or kiosk. If no counter is available or it is closed, follow the designated mailbox or provider-app instructions.[1][2] Currency, card/mobile payout, fees and timing vary by provider. Do not assume the refund always equals exactly 10% of the shelf price.

Finish these tasks at the store

1. Carry the original passport and confirm that this branch participates.

2. Ask whether the purchase is immediate refund or a later general refund.

3. Check the voucher separately from the sales receipt; verify name, passport number and amount.

4. Record the provider, claim method and payout choice; photograph documents but keep originals.

5. Keep goods unopened and unused in case Customs requests inspection.[1][2][3]

Departure day: Customs and baggage order

If the goods stay in cabin baggage

1. Check in and obtain the boarding pass.

2. Keep goods, passport and vouchers with you.

3. Process them at the departure-hall kiosk. If the screen requests inspection, show the goods and documents to Customs.

4. After security and departure immigration, complete payout at the indicated counter or kiosk.[3][4]

If the goods are in checked baggage

1. Tell airline staff that the bag contains tax-refund goods; receive the boarding pass and baggage tag.

2. Reclaim the tagged bag instead of sending it away, then use the departure-hall kiosk.

3. If inspection is requested, present passport, unopened/unused goods and purchase confirmation.

4. Put the cleared bag on the oversized-baggage belt beside Customs. Exact routing can vary, so follow airport staff.[4]

Six-item document kit

• Original passport

• Boarding pass or check-in details

• Refund vouchers and sales receipts

• Unopened, unused goods

• The card used as security for a downtown refund

• A note matching each voucher to its refund provider and status

Different providers may use different counters. Sorting vouchers by provider reduces omissions.

Incheon Airport orientation

The airport currently lists public-area processing points plus airside counters and kiosks in both terminals. The staffed T1 point is near Gate 28 on level 3 airside; T2 lists a staffed point near Gate 253, opposite Gate 250, on level 3 airside. Kiosks are listed as 24-hour, but staffed hours and locations can change.[4][5]

Recovery when something goes wrong

• No voucher: do not assume the airport can create one from an ordinary receipt. Contact the store and provider before departure.[4]

• Bag already checked: tell the airline immediately; retrieval is not guaranteed. If Customs requires the goods and cannot inspect them, the refund may fail.[3][4]

• Goods used: explain honestly and follow Customs/provider judgment; the unused requirement may no longer be met.[1][3]

• Kiosk says inspection: do not treat it as an error. Take goods, passport and voucher to Customs.[4]

• Counter closed: use the mailbox, card or mobile route printed on the voucher and keep proof of submission.[1][2]

• Refund delayed: contact the named provider with voucher number, purchase date, submission route and date. The airport hosts facilities but does not administer every provider's payment.

Final 30-second check

Passport and vouchers ready? Goods unused? Checked bag still available until the kiosk/customs step? Even after a downtown payout, complete departure validation. The safe rule is: finish the voucher at purchase, keep goods inspectable, read the kiosk result, then release checked baggage.
