UK Minister Says Air-Traffic Failure Behind 2,000 Cancellations Was Avoidable

A failure in the UK's air-traffic system caused more than 2,000 flight cancellations. Transport Secretary Heidi Alexander said the disruption was avoidable. The government ordered an investigation into the cause and response.
